BAD EARTH ON BLOCK
Non-start turns over no spark or fuel pump run (relay may buzz) check ECU earth bolts onto engine block. Volt drop between earth and pins 1 and 2 on ECU, meter should read less than 0.5v when switched on, see meter.
This is a bad connection the voltage is trying to go through the meter.
